Bytes 1-2 : System Code for NFC-F polling
The System Code is a parameter broadcasted by the reader within its NFC-F polling frames.
A card that does not belong to the specified System remains silent (this aims to speed-up the anti-collision loop and avoid the reader to initiate a transaction with “useless” cards).
Remark : Set to FFFF

Bytes 4-5 : Service Code used by READ BINARY with NFC-F cards
For NFC-F cards, the reader’s APDU Interpreter has to translate the ISO/IEC 7816-4 READ BINARY INStruction into a command that is understandable by the target FeliCa card.
The Service Code to be used depends on the card’s application and configuration.

Bytes 6-7 : Service Code used by UPDATE BINARY with NFC-F cards
